Colin White has more than 25 years of experience working within local government, specialising in housing, energy efficiency, regeneration, and environmental improvement across all housing tenures. He began his career in Environmental Health at Chester-le-Street District Council, where he managed home improvement grants and investigated housing complaints. He later joined Newcastle City Council's Energy Services Team, playing a key role in developing and delivering large-scale residential energy efficiency programmes, including the award-winning Newcastle Warm Zone initiative, which installed more than 30,000 energy efficiency measures across the city. Over the past decade, Colin has worked within Newcastle City Council's Strategic Housing Team, leading on regeneration projects, housing policy development, funding bid preparation, and programme delivery. He also led the evidence review and successful application process for the licensing of more than 17,000 private rented properties. As Principal Housing Delivery Officer, Colin currently leads residential climate change delivery for Newcastle City Council's Housing Directorate. He has secured and managed a wide range of government funded retrofit and decarbonisation programmes across both social and private housing, including the Heat Pump Ready Programme, Local Authority Delivery (LAD), and the Social Housing Decarbonisation Fund (SHDF). He also contributes to the development of local policy and strategy to respond to emerging legislation and standards, including the Minimum Energy Efficiency Standards (MEES), Future Homes Standard, and Heat Network regulations.
